14.5.3: Reliability fixes for webpack, Angular, and TypeScript component testing, plus a security patch

Cypress 14.5.3 patches CVE-2025-7783 in form-data (via @cypress/request 3.0.9), so every project picks up the fix on upgrade.
It also hardens component testing, absolute component.indexHtmlFile paths in the webpack dev server, .js/.mjs resolution for TypeScript ESM projects, and reference-safe component fields in Angular.
