Data Extract API: Act on test results within 30 minutes of a run

Individual Test Results and Specs data is now available through the Data Extract API about 30 minutes after a run completes, instead of at midnight UTC. Pull fresh results into your dashboards, CI/CD gates, and automated workflows the same day they run, aggregated endpoints continue to update at midnight UTC.
